Representative Coghill moved and asked unanimous consent that the                                   
following committee substitute be adopted in lieu of the original bill:                             
                                                                                                    
     CS FOR HOUSE BILL NO. 13(RLS)                                                                  
     "An Act relating to reimbursement of municipal bonds for school                                
     construction; increasing the base student allocation used in the                               
     formula for state financing of public education; and providing for                             
     an effective date."                                                                            
                                                                                                    
Objection was heard and withdrawn.  There being no further objection,                               
CSHB 13(RLS) was adopted.
